The device contained the 5 disasters: Earthquake, Fire, Tornado, Flood, and Tsunami. If you put the arrow to the one disaster, the disaster can be triggered for a while of time.
Stated in the 1990 anime adaption of Winter Comes on a Midsummer's Day, this gadget can do an illusionary disaster.
