In a world where magic has replaced science, Nobita and the gang meet a magician named Miyoko and join her in stopping a meteor from destroying Earth.
Nobita has changed the real world to a world of magic using the "Moshimo Box" in admiration of magic. One day, Nobita meets Chaplain Mangetsu, a magic researcher, and his daughter Miyoko. Nobita learns from them that the Great Satan of the Devildom Star is scheming to invade the Earth. The Chaplain tries to find a way out using ancient books, however, the Devildom Star rapidly approaches the Earth by the minute, causing earthquakes and abnormal weather conditions. Nobita, along with his friends, Doraemon, Shizuka, Suneo, Gaian and Dorami, together with Miyoko, storm into the Devildom Star, just like the "Legendary Seven Heroes" in an ancient book in order to confront the Great Satan and peace returns to the world of magic.

- In manga and Doraemon: Nobita's Great Adventure into the Underworld, in order to get into the castle, Doraemon uses Pebble Hat, but in Doraemon: Nobita's New Great Adventure into the Underworld ~The 7 Magic Users~, it is replaced with Blind Spot Stars.

Differences between the original and the remake
|The movie begins with Nobita sweeping the grounds outside his house and daydreams about him rescuing Shizuka with his magic powers.||After dealing with some trouble, Nobita watches a magical girl show, which inspires him of wishing that magic exists.|
|Doraemon's statue falls mysteriously on top of Nobita at the deserted garbage dump. Nobita's statue falls drops out of nowhere while he's at a tree depressed at sunset.||Doraemon's statue falls through the roof in Nobita's room which he just cleaned with a gadget he used.|
|Nobita visits Dekisugi to explain why magic was superstition and replaced by science. As Dekisugi explains how people believed that everything is controlled by a supernatural force long ago, several non-anime black and white illustrations appear.||Doraemon just explains it to Nobita while they are cleaning his room with a gadget he uses.|
|When Doraemon and Nobita makes their way back into the house to stop themselves, the present day Nobita hears a ghostly voice. Doraemon goes out to find the backdoor unlocked so he goes downstairs to close it. Just as he’s about to lock it, he hears Nobita crying out upstairs. He rushes back up and both of them cry out as there is a flash of lightning, revealing the statues. Nobita’s parents walks out sleepily to see what’s wrong. Nobita swears they put the statues in the garden but now they’ve moved and changed pose.||It’s night and we see the pair coming downstairs because Nobita claims he heard a strange noise. Doraemon finds the backdoor open so he closes it. Then Nobita spots the statues at the back of the hall. They cry out as their is a flash of lightning, illuminating the eyes and mouths of the statues. Nobita's parents rush out with his mom swinging a broomstick about blindly and his dad ducks. Without her glasses on, she starts talking to Nobita’s statue.|
|Nobita tries to practice his spells with Doraemon in the garden. Shizuka drops by and Nobita accidentally lifts her skirt up. After he and Doraemon apologize to her, a sudden earthquake happens.||Nobita invites Shizuka over to his house to help him practice his spells while she gives out advice. He accidentally lifts her skirt up instead of the doll. He enjoys what he saw and so does Doraemon so he does it a few more times until Shizuka shouts “Cut it out!” They then see a dark comet flying across the sky towards Professor Mangetsu’s home, so they follow it.|
|Miyoko turns into a cat.||Miyoko turns into a mouse, which causes Doraemon to get scared due to his fear of mice. Eventually the party finds out it's her when they recognize the pendant she was wearing. Nobita's friends use their spells to transform her into something else that Doraemon wouldn't be scared off.|
|After recovering from the cold, the party sets off on their journey to the king's castle. They travel across a sea where there are mermaids that mesmerise people in order for monster fish to eat them, several confusing plains, and a labyrinth forest full of more ferocious monsters.||After recovering from the cold, Doraemon uses a tracking device that shows them where the king's castle is and goes there.|
When they are trying to shoot a 'Silver Dart' to King's Heart, Gian throws the dart.
After defeating the king, the party returns to Earth and Miyoko and Nobita spends some time alone together, talking about what the world Nobita belongs to is like. Nobita returns home to use the What if Phone Booth to return to his original world back to normal.

After defeating the king, the credits roll. The shattered moon is restored and the party returns to earth. There they help rebuild Professor Mangetsu's home that was destroyed. Miyako and Nobita spends some time alone walking together but we don’t hear what they say. Doraemon, Nobita and Dorami uses the phone booth to return to the original world where that dark matter has disappeared in space. Once the credits end, we’re back to the parallel magical world where we see Shizuka making a flower ring. Miyako approaches her to say she wants to try and keep her hair longer. Shizuka smiles, puts the ring on her head and tells her that it will look good. Returning to the real world, Nobita manages to cast the levitation spell on Shizuka's skirt again before joining his friends.
